A zucchini tortilla always fails for the same reason: zucchini is 94 % water, and that water ends up in the pan. The result is an omelette that weeps liquid, doesn't set properly and tastes of very little.
The fix takes fifteen minutes and no effort: salt the grated zucchini, wait and squeeze. You'll easily get a couple of fingers of water out into a glass.
